GENERAL JOB DESCRIPTION

The Outside Counsel will be responsible for handling and advising the Superior Court Clerks' Retirement Fund Of Georgia on legal issues. Outside Counsel will attend Superior Court Clerks' Retirement Fund Board meetings and participate in same.


JOB RESPONSIBILITIES

1. Attend each Board meeting, take notes on the meeting and provide contemporaneous advice to Board members.

2. Prepare Board meeting notes and insure the Board operates according to its bylaws.

3. Report directly to the Chairperson of the Board and respond to all Board inquires.

4. Provide interpretive advice to management and the Board relevant to the Rules, statutes and laws the Fund falls under in relation to carrying out official duties.

5. Provide legal advice and counsel to the staff as needed.

6. Maintain meeting minutes and distribute same.

7. Establish and maintain liaison with other government agencies as needed.

8. Demonstrate a high degree of integrity and confidentiality as required when handling information that is considered personal and confidential.

9. Participate in special projects and other work as assigned.

Superior Court Clerks’ Retirement Fund Board Bios – February 2011 Print E-mail


Sheila Studdard, Chairperson - Sheila earned her Bachelor’s of Science in Criminal Justice from Mercer University and her Master’s Degree from Georgia State University.  Sheila was a member of the Atlanta Police Department from August 1990 until January 2001.  She was first elected to serve as Fayette County’s Clerk of Courts in 2000.  She serves as Clerk and Court Administrator for the Superior Court, State Court and Magistrate Court of Fayette County.  Sheila was appointed by Gov. Sonny Perdue to Chair the Superior Court Clerk’s Retirement Fund of Georgia. Sheila also serves as the District 6 Director of COAG (Constitutional Officers of Georgia). Sheila was honored as one of three finalists for Georgia’s Clerk of the Year in 2010.  She and her husband David live in Fayetteville and have one son, Jack. 

Kevin D. Abernathy – An attorney in the Atlanta office of Hall, Booth, Smith & Slover, served as Deputy Legislative Counsel and Special Deputy Legislative Counsel to Lieutenant Governor Casey Cagle.  Abernathy earned a bachelor’s degree from the University of Georgia and a law degree from Georgia State College of Law.  He was appointed to the Clerks’ Retirement Board in 2010.

Brian Brannon – Brian was elected Gordon County Clerk of Superior Court in 2004.  He has served on numerous committees in the GSCCA and is presently serving as Secretary/Treasurer for the Council of Superior Court Clerks of Georgia.  Gov. Sonny Perdue appointed Brian to the Board of Commissioners of the Superior Court Clerks’ Retirement Fund of Georgia in 2008 and was recently appointed a second term.  In his spare time, Brian enjoys hunting and fishing, weight training and endurance sports.  He also enjoys spending time with his “Clerk Family”.  Brian resides in Calhoun, GA with his wife, Melissa and two daughters, Anna and Jenna.

Joanne Caldwell – Joanne served as Superior Court Clerk of Rockdale County from January 1, 1985 to December 31, 2008. During that time she was singled out for many awards including Clerk of the Year State of Georgia, 1995. She was appointed by Gov. Zell Miller to the Superior Court Clerks Retirement Board in 1992 and is a current Board Member as well as past Chairwoman. She was President of Georgia Superior Court Clerks Association in 1994 and a member of the Superior Court Clerks' Training Council. She is an active member of the First United Methodist Church of Conyers where she is an adult Sunday School teacher. She was married to the late James W. Caldwell, has one son and three grandchildren.



Sandra C. Glass – Sandra was elected Clerk of Superior Court of Oconee County in 1979, having been Deputy Clerk as well as Clerk to the Oconee County Board of Commissioners. She retired December 31, 2000.  As Superior Court Clerk, she served on the Superior Court Clerks’ Training Council; was appointed to the Georgia Courts Automation Commission; and served on the first Georgia Superior Court Clerks’ Cooperative Authority Board as it was being developed.  She was  Chairperson of the 10th District Clerks’ Association and President of the Georgia Superior Court Clerks’ Association.  Sandra was appointed to the Retirement Board in 1994.  Sandra now lives in Greensboro, her home town.  She was married 53 years to the late Roger P. Glass, Sr. and has five children and seventeen grandchildren. Sandra is very active in her church as Choir Director and Sunday School teacher. 

Carolyn Williams – Carolyn began serving as Clerk of Superior Court on July 1, 1987 when, as Chief Deputy Clerk, she filled the unexpired term of the former clerk.  She was then elected in July 1988.  She has also served as Juvenile Court Clerk since being elected.  Carolyn was appointed to the Retirement Board by Governor Sonny Perdue in 2008.  She has since been appointed to a second term.  She also serves on the Superior Court Clerks’ Training Council and is Chairperson of the 4th,5th & 6th District Clerks.

Carolyn also serves on various committees of the Clerks Association, the Council of Superior Court Clerks and the Constitutional Officers Association of Georgia   She has served as Secretary/Treasurer, 1st Vice President, President and Past President of the Clerks’ Association of Georgia.  She was also appointed to the Georgia Court Automation Committee and various committees in the state.

When not working, Carolyn enjoys spending time with her family, reading and line dancing.  
She lives in Concord with her husband of 48 years, John.  They have four children, 9 grandchildren and 1 great granddaughter. She goes to the Church of Joy in Williamson.

When asked what she likes about being Clerk, she responded “I love people and serving them.  It is most rewarding to me when I have helped someone or solved a problem for them.  A whole new world opened up for me when I became Clerk.  I gained new friends and a new family.”

Superior Court Clerks’ Retirement Fund Staff Members Print E-mail

Robert W. Carter – As Secretary-Treasurer of the Superior Court Clerks Retirement Fund, Bob advises the Board of Commissioners concerning investments for long-term stability and growth.  A native of Lowndes County, Bob has experience with the Georgia Sheriff’s Association and Youth Homes.  He has served as Secretary/Treasurer of the Georgia Peace Officers’ Annuity and Benefit Fund since 1996 and oversees several other Funds through the Retirement Funds of Georgia.  Mr. Carter is a Certified Financial Planner. He is a current resident of Cobb County where he enjoys being near his daughter’s family and being a grandfather.

Woodson Daniel - A native of Pulaski County, he served in the military from 1946 to 1948. Woodson was Superior Court Clerk of Pulaski County from 1961 through 2000.  He was named to the Superior Court Clerks Cooperative Authority’s inaugural board in 1993 by Gov. Zell Miller and served as chairman for over eleven years.  Mr. Daniel assisted former GSCCRF Secretary/Treasurer Joe Mundy from 1984 to 2000 and then took on the Secretary/Treasurer role himself in 2000.  Woodson retired as Secretary/Treasurer of the Retirement Fund in 2009, but continues to act as consultant and advisor to the Board of Commissioners.   He and his wife Allene continue to reside in Hawkinsville

A Brief History of The Superior Court Clerks' Retirement Fund of Georgia Print E-mail

The Superior Court Clerks' Retirement Fund of Georgia was created in 1952 by an act of the Georgia General Assembly. The Fund was created for the sole purpose of providing retirement benefits to Clerks of the Superior Courts of Georgia who meet certain eligibility requirements and who choose to join by paying the membership dues imposed by the legislation.

The Fund is administered by a Board of Commissioners, all of whom are appointed by the Governor of Georgia, all of whom serve without compensation. The Board of Commissioners elects its officers, one of whom, the Secretary-Treasurer, is responsible for the day-to-day activities of the Fund.

Through the years the Fund has grown to the point that benefits have increased substantially, and eligibility for benefits has been liberalized. While the original legislation provided retirement benefits for clerks with a minimum of 20 years of service, today’s Fund provides benefits with as little as twelve years of creditable service. The Act also allows for additional benefits for those with more than 20 years of service.

From the Fund’s inception, the Board of Commissioners’ principal objective has been to insure that the Fund remains actuarially sound, while seeking increases in member benefits when appropriate, consistent with the Fund’s income.

The Fund’s revenues are derived solely from fees collected by the Superior Court Clerks from fines and forfeitures, from civil fees, from recording fees on real estate instruments, from member dues, and from income on investments.

In 2002, the Act creating the Fund was amended to extend membership to State Court Clerks.

The Board of Commissioners has been blessed with a number of excellent board members over the years, all of whom have served with a strong sense of dedication.

The Fund has also been fortunate to have enjoyed the services of only three Secretary-Treasurers in its first fifty-five years of existence.
